Scope summary

CAT6A specification horizontal copper cabling with all materials, labor and equipment required for a complete, labeled, tested and certified installation at each site. Includes removal of existing wiring within areas receiving new cabling. All existing raceway, racks and cabinets are to be reused.

Basis of pricing

This is a ways-and-means solicitation. The District is not providing cable footage counts, a bill of materials, or a quantity takeoff. Each responder is solely responsible for determining all cable lengths, quantities, pathway requirements and labor. Appendix C is a planning aid only and is not a quantity takeoff.

Contract term

April 1, 2027 through September 30, 2028. All E-Rate eligible goods and services to be delivered and installed no later than September 30, 2028. This RFP includes some work that is not E-Rate eligible and must be clearly defined and cost allocated.

Mandatory project walk

Saturday, October 10, 2026 at 7:30 a.m. One after-hours walk covering both sites. Meet at the main office of Rocklin High School; the group proceeds to Rocklin Elementary School on completion. Approximately four hours per site; the walk ends when both sites are complete and no fixed end time is set. Responders provide their own ladders, lifts, measuring devices and personal protective equipment. Ceiling tiles may be removed for observation and must be replaced. No work, drilling or coring of any kind is permitted during the walk. No individual site visits will be scheduled.

Proposals due

December 9, 2026, before 4:00 p.m., at the District Office for time and date stamping.

Award contingency

Award of any contract resulting from this RFP is contingent upon E-Rate funding and Board of Education approval.

Addenda

Each addendum is a complete, frozen document, numbered in the order issued, and forms part of the RFP documents. This list is the District's current record of every addendum issued for RFP 26-110. Each addendum carries its own acknowledgement page as its last page. Sign and return the acknowledgement page from every addendum with the proposal packet. Failure to acknowledge receipt of an addendum may render a proposal non-responsive. Each document opens in a new tab.

Posting to the USAC portal and to this page is the official notice of every addendum. As a courtesy, the District also emails each addendum to those who have submitted a question, signed in at the mandatory project walk, or requested the RFP documents in writing. The courtesy email is not notice. It remains the Responder's responsibility to check the USAC portal or this page.

  Deletes the requirement that a Responder maintain an office within 50 miles of the District Office and replaces it with a guaranteed twenty-four (24) hour on-site response for warranty and service calls, which may be met through a listed subcontractor. Adds a Designation of Subcontractors listing requirement.

  Corrects the Mandatory Project Walk paragraph in the RFP Schedule section. Attendance at the October 10, 2026 walk is mandatory, no separate or individual site visits will be scheduled, and a Responder that does not attend may be deemed non-responsive.

  Establishes rolling weekly responses to questions in addition to the October 28 response date, sets the commitment to answer pre-walk questions before the October 10 walk, fixes December 2, 2026 as the last date on which an addendum will issue, and sets out how addenda are distributed.

  Answers a question on how bids are compared when each Responder determines its own quantities under the ways-and-means basis. The District's estimate rests on the length of cabling runs, the number of drops per room is stated in the appendices, and the District will compare responses against the request posted in the USAC portal.

Addenda supplement the base RFP and its appendices; they do not replace them. Responders must read the base RFP, all appendices, and every addendum together.

Questions

All questions regarding RFP 26-110 are due on or before October 23, 2026 at 3:00 p.m. by email to ts.rfp@rocklinusd.org with the subject line “RFP 26-110 Questions.” Only questions submitted through this process will be accepted.

In addition to the October 28 response date, the District answers questions on a rolling basis. In any week in which questions are received, an addendum is posted to the USAC portal and to this page at or before 3:00 p.m. the following Wednesday, beginning September 30, 2026. In a week with no questions, no addendum is issued.

Every question received by the October 23 deadline will be answered no later than October 28, whether or not it was answered earlier. No addendum will be issued after December 2, 2026.
